  • Stuart Ladds, Head of National Property Controls: Cabinet Office - Efficiency & Reform Group, Government Property Unit
     
    Stuart Ladds is a career civil servant whose travels have taken him from the DWP, HMCS, BIS, MoJ, OGC, and since May 2010, has lead the Efficiency Reform Group Property Spending Control Team delivering property savings through the Cabinet Office.

    He's a jointly Chartered Institute of Building/College of Estate Management certified Construction Project Sponsor and has spent the last five years prior to his current appointment, leading the government relocation programme which arose from the Sir Michael Lyons report on the location of civil servants. He has been a part-time speaker on construction and change management issues for the National School for Government and was on the review group of the OGC/APM P3O product. He has extensive experience of consulting for overseas governments, including Japan, Norway, Finland, Sweden, Denmark, Western Cape (SA) and South Korea. He is a regular contributor to the Parliamentary Report “The State of the Estate” 2008-11.

  • Sherin Aminossehe, Head of Regional Strategy: Cabinet Office - Efficiency & Reform Group, Government Property Unit
     
    Sherin Aminossehe is the head of regional property strategy for the Government Property Unit, part of the Cabinet Office’s Efficiency and Reform Group. She is responsible in conjunction with government departments for formulating the strategy for the mandated central civil estate across England and outer London. Previously, she was a Vice President at HOK, leading large masterplanning and regeneration projects across the world from Jeddah to St. Petersburg to Bolton.
  • Clive Dutton OBE, Executive Director, Regeneration & Inward Investment: London Borough of Newham
     
    In September 2009 he joined the London Borough of Newham, host Borough to the 2012 Olympic and Paralympic Games. The development platform in this part of East London is half the size of Manhattan Island and the Mayor of London’s regeneration priority for the foreseeable future.

    Prior to this he was Director of Planning and Regeneration at Birmingham City Council from 2005 to 2009 and directed a dramatic regeneration programme within the city, unprecedented in its recent history. This included projects such as the £600m New Street Station project, £193m Library of Birmingham project, and the Big City Plan.

    Before this he was Director of Regeneration at JJ Gallagher Limited and before that worked for four local authorities, including Sandwell Metropolitan Borough Council, where I was Head of Regeneration.

    He has been Chief Executive of Tipton City Challenge and General Manager of the Black Country Urban Development Corporation. In addition he worked for Government on the Urban Task Force, Urban White Paper and the Oldham Independent Review, following the civil disturbances in 2001 and in relation to regeneration aspects of the Good Friday Agreement in Northern Ireland, producing the ‘Dutton Report’ into regeneration of West Belfast.

    He was Chairman of the Deputy Prime Minister’s Annual Sustainable Communities Award and a non-executive director of the British Urban Regeneration Association for three years in the early 1990’s.

    He was awarded the OBE in 1998 for services to urban regeneration.
  • Rachel Caldicott, Managing Consultant: IBM Global Business Services
     
    Rachel is a management consultant in the Asset Management Group of IBM Global Business Services. She is a specialist in corporate real estate, facilities and change management advice. Over the last twelve years she has advised some of the largest public sector and private sector organisations on how to achieve significant business change and business benefits.
    Rachel's experience includes leading the design and delivery of new operating models, including government department estates shared services, real estate strategy, workplace transformation and procurement of FM services and accommodation. Rachel has advised clients with complex portfolio and business customer needs, and has helped clients coordinate approaches across multiple business units and countries of operation. She is also involved in IBM's recent investment in Smarter Building and Intelligent Building Management initiatives.

    Rachel was previously at PwC Consulting and St Quintin (now CBRE). She is a chartered surveyor with experience in property asset management and Enterprise Zone property finance and development.

  • Stephen Armitage, Head of Public Sector Advisory Services: Lambert Smith Hampton
     
    Stephen is the Head of Public Sector Advisory services at Lambert Smith Hampton. He specialises in advising clients in respect of the viability and delivery of occupational and development property vehicles and public / private partnerships.

    He led the team who won the Westminster Council contract to manage the investment portfolio, the first London property services outsourcing. This was extended to include the corporate portfolio further contracts were awarded from the Councils of Wandsworth, Lambeth, Ealing and Hammersmith & Fulham. During this period Stephen managed the professional team and specifically dealt with asset strategy, major disposals and advising in respect of development partnerships.

  • Dr Rob Harris, Principal - Workplace Planning Expert: Ramidus Consulting
     
    Rob is a workplace planning specialist. He has a wealth of experience – over 25 years – in briefing, preparing business cases, defining needs and preparing workplace strategies. He works with private and public sector occupiers, helping them to align their workplace strategies to their operational needs, while achieving improvements in performance through more efficient and more effective workplaces.

    Before establishing Ramidus in 2003, Rob worked for DEGW, DTZ, Stanhope Properties and Interior Services Group. Rob is a Founder Council Member of the Workplace Consulting Organisation and a Board Member of the Federation of Corporate Real Estate.
  • Kuljeet Hothi, Partner: Eversheds LLP
     
    Kuljeet is a partner at Eversheds and leads the team in the delivery of partnership and joint venture arrangements for large scale regeneration and development projects. She is a leader in her field and has developed and delivered innovative delivery partnerships.
    In relation to public private joint ventures Kuljeet's track record is enviable as she has been involved in most property based partnerships/LABVs delivered in the last 10 years including first local asset backed vehicle established in the local authority market for London Borough of Croydon (launched in 2008) and public private joint venture partnership/LABV for the Daresbury Science & Innovation Campus advising three public sector partners (NWDA, the Science and Technology Facilities Council and Halton Borough Council) which was completed in December 2010.
    She has recently advised in relation to the procurement of a private sector co-investment partner (Grosvenor Developments) to bring forward a circa 100 acre housing project, developing an innovative solution to the procurement for the Council to ensure accelerated delivery. She currently works with London Borough of Lambeth on their office accommodation strategy and Future Brixton projects for London Borough of Croydon.
    Kuljeet’s private sector clients include Morgan Sindall Investments, John Laing and Langtree Group.

  • Dr Claire Penny, Smarter Buildings Lead - Europe: IBM
     
    Current position is IBM Smarter Buildings lead. Previous roles include global lead for Green Integrated Supply Chain, which encompassed leading an advanced statistical analytics project which optimized the use of energy within buildings. Also I have 8 years previous experience in Real Estate with many responsibilities including Regional Environment and Energy Manager (UKISA).

    PhD attained from Liverpool John Moores University researching the heavy metal stress responses in conifers. At the time, Brownfield site development was a hot topic, and there was a view that growing conifers on these used sites could stabilise the environment.

    Other external commitments include:
    - Non-executive Director of WEEE (Waste Electrical & Electronic Equipment) Ireland,
    - Vice-Chair of the ROI IEMA (Institute of Environmental Management and Assessment) Regional Steering Committee.

  • Terry Pitt, Chartered Surveyor: ATRIUM Software
     
    Terry qualified as a chartered surveyor 42 years ago and was awarded a Master of Science in Construction Economics and Management 5 years later.

    Having founded a surveying practice, Terry became interested in data and information flow, and in the early 1980s designed a computerised cost management system, which was used on developments such as Chelsea Harbour and Broadgate, as well as asset management systems in the UK, Hong Kong and South Africa. During this time his principal interest was how information delivered practical benefits to users, and in 1994 was part of the team that authored the first RICS Stock Condition Survey Guidance.

    Terry then spent four years at the University of the West of England managing an asset management research project investigating data structures and data flows particularly with reference to whole life costing and 3D object modelling. This was followed with 10 years as Director of the asset management consultancy, M-Squared, before in 2008 re-joining Atrium Software, the company he founded in 1991, as Product Manager.
  • Joe Potter, Associate Partner: IBM
     
    Joe is an Associate Partner in IBM’s Global Business Services’ Asset Management Group. He has asset management systems strategy and implementation consultancy experience with multi-national “blue chip” and public sector clients within the UK, EMEA and globally, having worked in the management of complex assets for over 35 years.

    He undertakes AM systems strategy and implementation projects with complex global clients. He now concentrates on property systems and has contributed widely to IBM’s ‘Smarter Buildings’ solution. He is the TRIRIGA Services lead for the UK.

    Joe holds a BSc (Hons) degree in Environmental Sciences and an MBA. He is a Member of the Institute of Asset Management.

  • Carol Summers, Managing Director: TerraQuest Solutions
     
    Carol is the Managing Director of TerraQuest, and has over 33 years of experience in working in both the public and private sectors. During her career, she has delivered numerous property management solutions, and has a profound understanding of the issues now facing local government.

    Previously, Carol was NW Regional Director for the NPS Group and Managing Director of NPS Stockport Ltd. During her time there, Carol was integral in developing the first Public Joint Venture Property Company, a unique model allowing the company to trade in both public and private sectors, providing additional income for the parent Authority and providing a more responsive and commercially astute service. Carol was also a member of the Carbon Trust team in Stockport MBC, delivering Energy Reduction Solutions to their property portfolios.

    Carol developed her skills extensively in the public sector, where she has improved business processes, driven out waste, and created more effective and responsive property related services. Now working in the private sector, Carol uses her unique insight to provide assistance to both public and private sector companies looking at property and business process solutions. As part of this work with TerraQuest, Carol has involved herself in many think-tanks, including the Westminster Sustainable Business Forum Inquiry Group.

    Carol is respected by her peers as leading the management of cultural change, providing coaching and mentoring of staff to ensure that they understand and embrace their new environment.
  • Roger Taylor, Director - Group Workplace: BIS and Skills Funding Agency
     
    Roger is Director of Estate across the BIS Partner Network. He is a qualified Chartered Surveyor with 28 years experience and has an MBA in Real Estate and Construction.

    He has a worked in a wide range of organisations in both the Public and Private Sectors covering a broad spectrum of work, including Development, Asset Management, Capital Funding and Corporate Real Estate Management.

    Roger is currently leading the Estate element of another transition programme across the Department for Business Innovation and Skills, and its partners to deliver a major programme of Estate and supplier rationalisation across the network

    In 2009 he was Corenet Global UK Corporate Real Estate Executive of the Year for successful delivery of estate rationalisation for the Learning and Skills Council.

  • Pelham Walker, Asset Strategy Manager: Surrey County Council
     
    Pelham Walker, MBA. BSc Hons MRICS is the Asset Strategy Manager at Surrey County Council. He leads his team's advice on strategic property issues on the 700 properties occupied by SCC's Service Directorates. Pelham also heads up the partnership contact with Surrey's eleven Boroughs and Districts on joint property projects and led Surrey First's successful application to become a DCLG & LGG Capital and Asset Pathfinder. Last year he was a member of the Westminster Sustainable Business Forum's team chaired by Matthew Hancock MP that produced a report entitled "Leaner and Greener 2" which focused on how working together councils could rationalise space and cut running costs.

    Prior to joining SCC, Pelham was a Partner in a major London practice advising the Public sector on Regeneration and strategic Accommodation reviews. Pelham began his career in the Department of Environment's Property Services Agency in 1988.
